Way out of my local area, but would obviously like to make the appropriate authorities aware of the state of this ancient monument so 'inconveniently' sited upon farm land... to say a fence would be a good idea is so completely obvious that.... well... words totally and utterly fail me. I would say you couldn't make it up. But there is no need.

Anyone advise the appropriate e-mail address?

I've had some success contacting these guys re damage to sites:
http://www.english-heritage.org.uk/about/contact-us/offices/southwest

Otherwise presumably its a scheduled monument so the farmer is breaking the law by failing to protect it. Ring 101 and report it as criminal damage. Ask to be transferred to Wiltshire Police.

Let us know if you get anywhere, if not I'll pass it on to the EH bod in charge of ARCH.

I've seen similar old damage at a few sites, it's unbelievable what some people allow to happen.

A few cows can really muck up a good barrow but to muck it up completely what you really need is a Sir Watkins tower http://www.themodernantiquarian.com/site/12781/cryn_y_brain.html
