Go to the 'parent' site that you'd wish to add a site to, e.g. the county or region. Tap 'Add content' and you'll see an option there to add the site. Provide context and links to the site on other services if you can, and it'll get reviewed by the Eds.

I'm aware this could be a little more intuitive, and it's on the list.
