They do, at great expense to you the taxpayer, it's just that they can't do it successfully at Summer solstice due to the numbers.

Really? I didn't see anybody looking out for stone touchers the one time I went on the Winter Solstice. In fact somebody had loads of 'stuff' laid out on altar stone, nobody seemed to be bothered in the slightest.
