I'd hazard a guess it's something like blowing across a bottle. Like setting up a standing wave because the bottom end of the bottle / basin is sealed but the top is open.
dunno. But it looks pretty scoury.

Bizarre.
It 'looks' like the wind is rushing in through that open channel which appears to be slightly offset to the right of the 'tub' creating an anti-clockwise whirlpool.
