We visited China late last year and what is commonly found are VERY important mounds, whose history is known, which are being deliberately left alone until the technology improves for exploration and conservation. They have huge manpower resources available for excavation but seem resolute in their approach. The other obvious difference to us is a stronger cultural affinity with the "occupants".
It begs the question, if we hadn't had a generation of antiquarian diggers, would OUR overall attitude have been different?
