I've made four screen grabs - 2 of Northumberland, 2 of Cumbria - Croglin. Sizeable - I'll post them, for a while, on Sunday. Perhaps start a topic. Some on-site photographs of the road would be useful. Easy to reach as they link up with existing road. Patrolled by gamekeeper though!

Well if it's in the Heritage Action remit i.e. if prehistoric stuff is being damaged (not the view or the atmosphere or the surroundings or the setting, the law and the Guardians have made damn sure those aren't valid planning factors) then drop us a line with chapter and verse.

How about DEFRA? If the landowners are getting oodles of European money not to damage the natural environment or archaeology under a stewardship scheme that might be an opening.
