I get the same thing, the map loads from the link but no scheduled monuments layer.
Just out of interest are you using Firefox - I often have the page constantly reloading issue using FF. In this case though the layer doesn't appear in either FF or IE, plus doing a search from the main Magic page throws up a 'There are no records matching your search text' error. Looks like a problem at their end.
