The DIN (Deutsches Institut für Normung) system of paper sizing was adopted, in Germany, in 1922. Perhaps Watkins proposed that we applied the same system, as we eventually did, in the UK.

Or it's one of those instances where someone comes up with the same idea independently. Either is possible, but it's clear that Watkins wasn't the first to realise that this proportion was so useful.
