Are the same restrictions applied to golf courses that they apply to Motorways?
Getting planning permission for a golf course is often a lot easier than getting planning permission for 'structural' development. However once a site has been granted permission for a golf course it is no longer so difficult (after a respectable period of course) to apply for planning permission to do something more 'structural' (like a housing estate or a retail park!).

I am more concerned that once they have the outline to convert 200 acres to play golf on, they can JCB the site to oblivion and reshape the land with no comeback.

being serious for a moment (it won't last) there was a case recent of someone extending their garden into an agricultural area and the manicuring was objected to on the grounds of wildlife and archaeology (or I might have read this when under the influence of drink or something more disorienting like large consumption of mind numbing archaeological theory)...
