Reasonableness has been shown to be no use at all. It just looks that way when you read the heritage protection legislation.

Reasonableness to greedy conglomerates is water off a duck's back. You've got to ask what's going to hurt 'em? Loss off profits is what's going hurt 'em - profits is what keeps their engine ticking over. Then you've got to ask how you make 'em lose profits. Not easy but bad, very bad, publicity niggles 'em and makes them itch. You don't get bad publicity on these buggers by x thousand signatures to a worthwhile petition, you get it by commandeering three minutes of primetime TV news.
