I picked up a version of Magix Movie Edit for about £15 a while back, and it's not bad for budget software. There is a more recent version on Amazon for £35 -

Obviously it's not up there with the expensive s/ware, but it did the trick for me - I only have simple needs, transferring short video clips from our digital cameras onto DVD for eg.
