Not sure about Photoshop - much to complicated for simple me. In my cheapo software, Paint Shop Pro and PhotoDraw (a Microsoft mistake!), I use the Hue/Saturation/Lightness and the Blur/Sharpen bits.

Use sparingly though as things can go 'artistic' rather quickly.
