There's a few free software packages that will do basic to advanced image editing, GIMP is very good but complicated, this one is free and pretty easy...

Oh yes, once its installed go to 'image' on the top menu and then 'image size'. 600 - 700 pixels on the long side is a good range. Try sharpening after you resize for best results.
