You're right about Wales but it's getting better. In 2003 Darvill published details of 33 sites in Wales, I believe there's been more found since.
I guess there are parallels with cave art. It was always said that there was no cave art in Britain until someone decided to go out and have a look for some. They found cave art in just about the first place they looked.
