Maybe I'm wrong but are these not 'official' charges that in some way contribute to the upkeep and preservation of the site by some authority? The charges I'm talking about are people eyeing up the tourists taking an interest in something on their land and thinking 'hmmm we could make a quick buck off this..' in the interests of lining their pockets and not preserving the site.
