I wouldn't say that's condoning what's going at all. If he did say it, then it's just stating the way things are, that's all.

Is it possible that he is using Jared's Diamond's hypothesis from "Guns germs and steel" , that the reason that certain cultures have prospered is more due to the luck of their geographical situation than any genetic superiority.?

Is it really "practical", Four Winds? If so how is it that the armed forces of various western European countries were chased out of a whole range of colonial siutations and - in the case of those from the USA, Britain and a few other places - have been once again humiliated in Iraq more recently - when a "cakewalk" was promised? This stuff has nothing to do with "latitude". It concerns armed violence and political ruthlessness.
