I got to say, that looks a bit like a pile of field clearance at first glance, the stones look like they're sitting on top of the surface, rather tha having had the soil surface grow up around them.

But it's not a cultivated field, so why would anyone go to the bother? Maybe you've found one of those awkward places where there may have been a very old pile of stones, but it's been faffed about with, so now it looks un-ancient. I've often felt the ridges between Houghton-Le-Spring and Consett would have been good spots for cup marked stones, as they fit the bill for the local pattern (views over the Team and Wear Valley, over to the coast).

Have a search about for cup marked stones, they often seemed to be incorporated into cairns up this way. But be prepared to face the possibility that it is no more than a place to dump inconvenient stones.
