That does seem possible or even likely. There must have been a reason for introducing a female identity. Was Britannia simply the Roman Minerva (goddess or war, wisdom and crafts) in native guise. There is much evidence of celticisation of Roman deities.

More so the reverse. The Romans often reported that such and such a tribe have a God similar to Jupiter or whoever. They then erected a temple to Jupiter (or whoever) in the locality. The Romans weren't at all fussy really.

this is very interesting with regard to new DNA reaserch that modern britons are descended from the original hunter gatherers (the 'painted people'?) and not later incoming farmers (unless the incomers only mated with the original women)
