Its ok, trouble is with starting 7 years ago, is it was a trial scheme until 2003 and didn't cover all areas. I did my back on envelope stuff using this figure from pilgrim:
"Phase 2 of the Portable Antiquities Scheme in 2003-04……………………Around 30,000 finds were recorded: 68% were reported by detectorists and 32% by others"

as you quite rightly say the scheme was not nationwide - you will find a proportion of the number of detectorists finds recorded actually refer to previous years finds - these were not necessarily found in the accountable year (gets murkier doesnt it)
