Surely there's an opportunity for the Metal Detecting community to take a lead here, put their own house in order and join the call for others (field-walkers, etc) to do the same. If everyone keeps on taking the attitude "what about them" as an excuse to avoid the issue, we'll never get anywhere.

Let's assume that Nigel's so-called conservative figures are hopelessly wrong and that only a very small proportion of detectorists are non-reporting, wouldn't it still be in the best interests of the hobby for the majority to take a hard line with this rougue minority?
