Got it. What I thought was later, celtic heavily engraved crosses, are early. Whilst simple cross stones are late. The wheel stone at Margam has the Chi-Rho mark at the bottom. My husband did his degree at Belfast so have found some early Irish celtic stones in his slides. On the Cardiff Museum site," Gathering the jewels," are some collections, with photos of cromlechs etc.

I don't know the wheel stone of which you speak. Does it have a small hole? It is very probably a primitive sundial used to mark out when prayers should be said rather than the time ... like this one:
