How about a wooden staircase being errected up the hill with a viewing platform on top?
I know this would cause damage where the supports are inserted but at least there would be no excuse to walk on the 'hill' itself.
Obviously this only applies to those who ignore the signs not to walk on the 'hill' in the first place!

There’s a wooden staircase on one of the Bartlow Burial mounds (second pic down here). Believe me, it doesn’t look good. That, and a viewing platform on Silbury, would really mess with the aesthetics of Silbury when seen from a distance, at different times and in different lights.

Think the best suggestions so far have been a perimeter path at the base of Silbury, along with more and seriously better signage. Won’t stop the trespassing completely but it should reduce the numbers of people doing it and, as with seatbelts etc, may eventually become the norm.
