It sounds quite gobsmackingly pointless, and in my ignorance it sounds like a surefire way to create even more problems? Even if they poured a few tons of concrete down the hole one imagines it would do more good than drilling a hole through the base. But what do I know. Perhaps its part of their devious plan to frighten everyone into thinking that if they *do do something it'll be really mad - so the best thing to do is to Shut Up and put EH off doing anything at all..
