Mr H may be be best fixed to answer this question knowing Bodmin moor like the back of his hand, but of course open to all. Is the private vehicular trackway to Louden and Fernacre stone circles from Middle Moor Cross free to walk over do you know Mark?

I drove to Fernacre last year. Just pulled off the track and parked then walked across.

Several landies passed me but none stopped to investigate. I was nervous driving up to the cross, but once there, I just carried on. Actually, looking a the Cornwall Mapping service for public rights of way http://mapping.cornwall.gov.uk/website/prow/ it seems that it's all access land anyway, so certainly no problems walking there if you're fit enough. A nicer walk might be from the north of Rough Tor. Park in the car park, then over/round Rough Tor itself. Lots of archaeology up that way to see!

I am not exactly sure about how far along the track from Middlemoor to Fernacre you can drive legally but it is fine to walk. Loudon is a big dissapointment, in fact I was not even sure if I had found it, there is so little to see. Fernacre on the otherhand is a fine circle and it is worth the climb up onto Roughtor to look down onto it.
As Ocifant says, it is possible to walk over the moor from Roughtor carpark to Fernacre....you might even find the Loudon Long Cairn.....
