Just wondering is this site a off the shelf CMS software or custom made ?

If it it is off the shelf where can it be downloaded from/purchased.

I'm looking for a package for these two sites, so people can become a member and add content, very similar to TMA but army.

These are the site i'm thinking of trying to use a CMS, because they are becoming quite big and hard to handle.
