If you go to the Garn Wen site page and click on the Megalithic Portal link, there is a comment lower down the page from someone who surveyed it and put it in a book about the Black Mountains monuments.
I'm a bit dubious because there are lots of big stones hidden amongst the wimberries, and the suspect circle only has 3 stones. I had a look but I may have been too far North.
It looks like someone has been mowing the heather and Wimberries in odd patterns, visible on google earth, very strange. But several stones have been dislodged so maybe the "circle" has gone?
