As far as I am aware charging someone with "criminal damage" does not actually require any "damage" to be permanent or... wait for this one... for any actual damage to have been done.

Any "damage" (as perceived by EH) can actually be invisible... as long as the invisible damage can be shown to "affect the proper functioning of the property".

Now I'm no big fan of Stonehenge, but I think it is pretty hard to say whether it is functioning properly or not these days. It is what it is. Maybe we need to get some PFI deal going and get new Stonehenge built that is actually fully operational. Some might say that currently Stonehenge is functioning properly as a cash cow for EH and little else. It would be extremely difficult to show how merely touching one of the stones could "affect the proper functioning" of this cash cow. However, EH only need to prove that an action (like touching a stone) was "reckless" rather than show an individual had any "intention" of causing actual/ invisible damage.

There are plenty of concerned citizens who could (probably with more justification) argue that other more visible forms of actual criminal damage might include car parks, roads, extorting charges for entry to the monument, fences and the presence of "Peace Stewards" and Police actually do affect the proper functioning of the monument and detract from its proper usage (whatever the various concerned citizens deem that function to be).

Prosecuting some perceived invisible damage caused by touching a stone, or proving lasting damage to lichen might just be the kind of test case required for this madness.

As for the excrement... was it one of the Peace Stewards who got caught short... or did the Peace Stewards not want to disturb the excreter who was in the process of"dropping a dead otter"? Perhaps EH could supply excreter bags with a suitable crest emblazoned on it, and maybe some inobtrusive drop-off/ disposal bins in one of the car parks or maybe a wee designated trailer for the filled bags to be dragged along at the back of the Visitor Shuttle.
