I fully believe the larger structures were funded by the royalty of the time, and only the "great" be interred in them, funerary structures included. I guess some stone circles may have been different, small "local" ones such as Dol Tor and the Nine Ladies let's say, but Stonehenge wasn't for your everyday folk in my opinion.
