Needless to say, there is an inevitable complication.

The barrow is in a field crossed by a public footpath, but isn't on the footpath (or quite visible from it, due to a rise in the intervening ground). Making an issue of this may simply encourage the farmer to fence off the path from the rest of the field, meaning that no-one will know what he's doing (or isn't doing) to the barrow. Strictly I shouldn't even have been to see the barrow without the landowner's permission. I've been wrestling with this since emailing RCAHMW yesterday, but I'm not sure that there is a right or a wrong answer here.

Situations like this make me even more envious of Scotland's enlightened access laws. :-)
