I know very little about patina build up being used for dating evidence other than it doesn't seem to be... It will be very hard to determine rate of build-up given the differences in rates between even two very close areas. Levels of dust, moisture, temperature etc etc.
If the motifs are deep enough perhaps some kind of reverse Optical Dating could be used, though I've no idea whether anyone has tried anything like that on rock art...
