How? Employ someone not wearing any kind of uniform to stand at every SAM watching in case someone leaves a crate of beer, so they can 'engage them in conversation' and then pull the glass from their eye when the dialogue turns sour? You want road rage to intrude on your sunday afternoon stroll on the downs? In your ideal world they'd smile and agree that yes, they'd been foolish and thoughtless, but as you say, we don't live in an ideal world, and you're more likely to be confronted with violence than understanding.
Well you certainly seem to have prejudged all those who leave offerings at stones! What's your alternative? Never engage anyone in dialogue?

How do you suggest you initiate dialogue?
Better still, try it somewhere else. See how many people tell you to fuck off when you point out their littering habit, and how many embrace your interfering in their daily lives.
