Now I think it is you who is dmonstrating a misunderstanding of "pulling power". If the oxen are tethered to the stone, they might pull with different strengths, but how can they "all walk at different speeds"? They could only proceed at the speed of the stone. And what exactly is this "push pull" effect you are referring to?

Towing..

Front vehicle take up the slack in the rope and starts to pull. Rope stretches and towed vehicle is pulled forward. Rope slackens. With the strain removed from the front vehicle - it gains speed. With slack in the rope the towed vehicle slows slightly. Rope tightens. Front vehicle slows down and towed vehicle speeds up. The push pull effect..

This is why the now tow with a bar.

Apply the same thing to large teams of oxen joined by rope to the towed weight and it going to be nasty. You can pre-stretch rope. But that does not mean it will not stretch..
